OpenAI moves to end Cursor access, Tencent opens a large model, and a court blocks the Pentagon’s Anthropic blacklist.
AI competition is increasingly shaped by access: who can use a model, under what contract, and under which government rules.
OpenAI announced that it had notified SpaceX of its intention to wind down the contract under which OpenAI provides models to Cursor.
The proposed shutoff date is November 12, 2026. OpenAI describes this as the maximum notice allowed by the contract, allowing Cursor users to retain access as long as possible.
OpenAI cited concerns that SpaceX might use its technology outside the contract’s terms. It also cited its view that X, formerly Twitter, breached a previous OpenAI contract after Elon Musk acquired the company.
OpenAI’s agreement with Cursor includes a limited cancellation window after a change of control. OpenAI will not provide future models to Cursor.
Tencent released Hy4 preview weights. The model has 770 billion parameters in total but activates 49 billion for each token, a mixture-of-experts design that uses only part of the network for each step.
Tencent describes Hy4 as a general productivity model for software engineering, document work, game development, and research. The release includes standard and FP8 weights, with deployment instructions for vLLM and SGLang and an OpenAI-compatible API.
In Tencent’s blind comparison of 203 engineering tasks, 163 internal experts rated Hy4 at 2.99 points, compared with 2.92 for GLM5.3 and 2.94 for Kimi K3.
Tencent calls this an early version and lists two known issues: it can reason longer than necessary on complex tasks and may over-verify its work.
A U.S. judge blocked the Pentagon’s designation of Anthropic as a national-security supply-chain risk. Judge Rita Lin called the decision “illegal and baseless”.
The designation followed Anthropic’s refusal to allow Claude to be used for U.S. surveillance and autonomous weapons. Anthropic argued the action violated its First and Fifth Amendment rights.
The government argued that the designation concerned contract terms and the operational risk of future model restrictions, not Anthropic’s viewpoint. Anthropic welcomed the ruling; the Pentagon did not immediately comment.
A separate case in Washington, D.C., concerns another designation affecting civilian government contracts. The California ruling does not resolve that lawsuit.

This paper evaluates Gemini’s Co-Scientist in materials science, biology, and computer science. It reports recipe design, matched bacterial-swarming measurements, and a health-model architecture outperforming six frontier systems. Thirty experts completed 450 blinded reviews, finding reliability modules reduced hallucination and plagiarism while improving research safety. Further experiments must confirm atomic structure.
PLCBench tests whether tool-using AI agents can turn access to industrial controllers into sustained physical effects. Across four commercial controllers, four simulated processes, five model families, and 240 episodes, 75 runs achieved their objectives. Richer observations raised post-write success from 44.2% to 64.0%, helping identify intervention points for defense evaluation.
This paper’s SPA method secures persistent AI agents by creating a plan before execution and labeling information by confidentiality and trust. On AgentDojo tests, authors report attack success fell to zero for single-query tasks and 0.2% for multi-query tasks. Stronger integrity controls also reduced utility, showing a clear security tradeoff.

Nvidia forecast fiscal 2028 revenue growth of 70%, above analysts’ 44% estimate. The company projected third-quarter revenue of $108 billion, plus or minus 2%, and reported $89 billion in data-center revenue; its outlook excludes China.
Cursor announced that users can launch a Cloud Agent without first connecting GitHub or another source-control system. The agent creates an Origin repository in the background, and users can create a private or internal repository later; browser previews use port forwarding, while publishing requires Vercel.
Anthropic had discussed buying chip startup MatX for about $7 billion before the talks shifted toward a possible partnership. MatX was seeking new capital at a valuation of about $4 billion, according to one of the sources.
